There is a; storm of indignation in tho Russian press in consequence of the placing of a largo:order for .war material in Germany. « • . • Some time back the Duma at a secret sitting granted the Artillery Department a credit of £2,500,000 for artillery on the understanding that the guns and material required were to bo made in Eussia.. The' order, however, was given to the German jkm, of: Krupps.. ; It is rumoured that the Grand Duke Sergius, Inspector-General of Ordinance, is responsible for this.
