Router's correspondent at Franklin, Pennsylvania, states that Mr. Joseph C. Gibley, un ex-Congressman, has withdrawn his candidature ■ for Congress, because it transpired that he expended 42,500 dollars to secure nomination. ■'. Ho was thereupon arrested on a charge of conspiracy to debauch, the voters, but was released ori his own recognisance to appear, at tho Court at Warren,-Pennsylvania, on August 28. Four other politicians of the district are also said to be implicated.
