The encyclical issued summoning tho assembly states that there has been a systematic and violent persecution of members of the Church in Turkey. Sometimes an inebriate's, . petty offence leads to a whole town. being treated as though the citizens., were-in revolt,-and innocent people have been'"sevcrely punished, churches defiled, cemeteries dug up,, priests arrested, and citizens beaten to : death'or tortured.',.,,
The Turkish Government has forbidden the ( holding of the national assembly.
