Tho newspapers are adversely criticising tho policy which tho Government is adopting ill Tibet, particularly in leaving China to re-establish its dominion, while Russia and Great Britain mutually agree not to interfere. Sir Francis Younglmsband, Commissioner in charge of tho British expedition to Lhasa in 1901, in an articlo in "Tho Times," advises Great Britain to approach Russia with a view to a joint understanding on the question.
