RUSSIAN OILFIELDS.
BARRING OF FOREIGNERS. By Telegraph—Press A ssociation-Copyright. (Rec. August 4, 11.20 p.m.) St. Petersburg, August i. The British Embassy is protesting against the action of the Minister for War questioning the right of twelve millions sterling of British capital to bo used in working the Maikop oilfields in Caucasia. The Ministor pleads that Russian Government is desirous of preventing a foreign monopoly. Russian financial circles were exercised in June by a rumour .that the Minister of War had refused permission to foreign companies to work, tho Maikop oilfields, which are in the territory of tho Kuban Cossacks. The alleged refusal was attributed to the direct intervention of the Tsar, who was said to bo desirous of keeping in Russian hands the sources of liquid fuel for • the great fleet to be built in tho country. . Tho British Maikop companies would, if tho War Minister's decision were confirmed, have to work through boards composed of Russian subjects..
