THE NfiW YORK LAW. By Telegraph—Prose Asaociation-Coj.yrisns. (Rec. August 3, 9.10 p.m.) New York, August 8. Tho Joclioj Club and other organisations have decided to end racing on August SI, when the new hotting laws »ome into operation. Counsel have advised tho clubs not to risk arrest. It is doubtful whether racing will bo resumed unless tho laws aro modified. GETTING IT "IN THE NECK." The turf and the prizo ring in this country (said a recent New l r ork dispatch)i oiicm for the moment to be getting it "in the neck," to employ the native vernacular. Governor Hughes, by inspiring legislation forbidding butting eitnor on or off the racecourses, has practically killed horse-racing in New X'ork State; and tho owners of thu principal stables continuo to ship thoroughbreds to Europe. To Englishmen the Governor's action in destroying the turf may appear a violation of every idea of the liberty of the subject; but there is little doubt that Mr. Hughes has a largo majority of tho citizens behind him. Horse-racing over here has attracted every "crook," sharper, and ruffian in the country, and countless wo the stories of young men sent on the road to ruin through the lure of the race track. Nobody seems to want horse-racing without betting, and nobody, for some inexplicable reason, seems particularly anxious to try and place the turf under the cleaner and more roputable conditions which prevail both iu England and France. Possibly the reason is that tho keenest eyes are in the air, not on tho ground, nowadays.
