US EX-MINISTER'S STATEMENT-
"A scandal to the country and to those who framed ' them," was the description .'given'in the House by Mr. Hogg, ex-Minister, to the Native land laws yesterday. "It will be said," continued Mr. Hogg, " 'you helped to pass them.' 1 admit that I was in the House when they were passed, but in what way were they passed?. They were breught in in the dying hours of the session, brought '. before members when they were utterly weak,'incapacitated for real, genuine work, and even for examining them.. Clause, after clause was rushed through- Committee, and the laws were brought into operation. . They, were passed frequently .at two and three and four o'clock in the morning, when members were absolutely benumbed drbm want of. sleep, anil* could not perform their duties. They were passed virtually unconsciously by a House that was stupefied by overwork. (Hear, bears.) Membero cannot deny it."
