NEW BILL INTRODUCED. By Telegraph—Press Association—Copyright. (Rec.- July 27, 11.15 a.m.) London, July 27. Mr. Buxton's Copyright Bill has been read a first time in the House of Commons. An agreement has been reached with the Dominions regarding the treatment of tho question, and the Bill provides that tho 'author is the only person wlioso consent is necessary to enable a newspaper in one country to borrow from a nowspnper in another any sprial story or tale, or any literary, scientific, or artistic article. Dramatist and musicians are also better protected than before. A Bluo Bool; on the Copyright Conference W been published.
