STATE DEBTS
SURPLUSES AND SINKING FUNDS. By Telegraph—Press Association— Copyright. (Rec. July 24, 5.5 p.m.) London, July 23. The "Economist" agrees with Sir George Keid's views that Australian debts are on a different footing to war and armament debts, ,but opines that in times of prosperity surpluses should be applied to the reduction, of debts. Most so-called sinking funds do not represent the net surplus of income over expenditure, and are therefore quite useless.
