ARMS ORDERED FOR SOUTH AMERICA. By Teleffrapa—Press Association-Oopyrighv Berlin, July 21. Argentina and Brazil have each ordered in Germany' 200,000 Mauser rifles. PERPETUAL STATE OF JEALOUSY. A message sent from Buenos Ayres to the London "Times" at the beginning of last mouth, during the Argentine centenary celebrations, stato-i: "There is serious feeling between the Argentines and Brazilians. Telegrams from Porto Alegre and other points in Brazil report that Argentine flags and , shields have been torn down from the Consulates. The students hero have torn down all the Brazilian flags, and have compelled their removal from the principal hotels. The authorities now refuse to permit telegrains from Argentina mentioning the situation in Brazil or the fact that Brazil was not. represented by a warship at the centenary celebrations." Commenting on this. "The Times" said: —"There are no serious questions at issue between the' two countries, whoso Governments are both anxious to avoid foreign complications and to devote all their efforts to the development of national resources. The hostile demonstrations were probably niere el ullitions of that jealousy with which all South American Republics are wont to regard each other, and the absence of Brazilian warships from the Centenary celebrations may, perhaps, bo explained by the supposition that Brazil has prudently refrained from emphasising the contrast between her up-to-date navy and that of Argentina, whose ships are far from new." \
