RIO DE JANEIRO.

<, ■ THE NEW HARBOUR SCHEME. By Telegraph—Press Association—Copyright. Rio de Janeiro, July 21. . Marshal Germes ,Fonesca, President of Brazil, bas inaugurated the new harbour at Rio de Janeiro. It can. accommodate the largest vessels. The Bay of Eio de Janeiro is not only unsurpassed by any other in the world i'or its lovely scenery, but it also forms ono of the finest natural harbours known. Until 1903, however, it lacked the wharfage facilities, etc., necessary to a modern port, and all ocean steamers had to discbarge into and load from lighters, a costly and tedious process. In 1903 a commission was appointed, and elaborated' a scheme for the construction of about 3300 metres of quays, the reclamation of land, and the erection of 20 large warehouses and 200 electric cranes. The schema was later considerably enlarged to provide for the ultimate construction of 15,800 metres (something over nine miles) of quayage. Of this 8500 metres iias to' be immediately constructed, including a mole running out. to the small island of Santa Barbara, and forming a magnificent basin capable of accommodating the largest ooean vessels. Wellington, according to the "Nautical Almanac," has 13,85=- fest of berthage, or about two and one-third miles.
