In connection with tiio scanckl on the New l'wk Board of Education, Jlr. James Holland, a prominent Labour Unionist, has resigned his seat on tho Hoard, in order to forestall the action of a committee which is inquiring into his public speech in April, wherein he counselled all employers guilty of bribery, and similar offences, to keep quiet, because "a squealer was worse than a man taking a bribe." Current investigations ' into school affairs in New Jersey shows that some places have a regular scale of bribes for various appointments. Similar practices are suspected to exist in New York.
