RIGHTS OF PRIVATE MEMBERS. When the House met yesterday the Trime Minister moved a motion to the •ieffect that consideration of private memfibers' Bills should be postponed in favour of Government business. Sir "Wm. (Steward pointed out that oue effect of the motion would.-be that the private mem- > bers' Bills set down for consideration that day would be struck off. If the Bills were allowed to come on, the members who . had introduced them would /move that consideration of them be postponed. After further remarks in a simiilar direction by Mr. Massey, the Prime 'Minister agreed on a course which ensured the preservation of the Bills, also Ithat an. opportunity would be given a 9 jsoon as practicable for the consideration lof the measures.' )registration of.barmaids bill. Under Mr. Ell's Registration of Barhnaids Bill, every person who, for not (less than three months during the (twelve months immediately preceding the passing of ..this measure, has been . eraploj'ed as a barmaid in any licensed premises, shall be. entitled, on application made on or before May 31, 1911, ti> the Clerk of the licensing Committee of the licensing district Jn which she then (resides or is employed, to. be entered on ;the register ot barmaids. for that district. Every person who claims to be . entitled to be registered, and .'is not so Iregistered, may apply in parson _to the [Licensing Committee of the-licensing district in whicli she then resides or is emjployed, at the annual licensing meeting in the year 1911; and if the committee lis satisfied .that she is entitled to be registered, it may direct that her name ibs entered in the register. Any person ■who is registered as a barmaid in any licensing district may at any timo apply to the clerk of any other licensing district to be registered in . that district, livery licensee who, .after June 30, 1911, employs or suffers any female (other than his wife or daughter) ,to soli,.supply, oi serve liquor in any bar in his licensed . premises, unless she is tho holder' of a certificate of registration, is liable to a fine not exceeding five pounds for the first offence, and to a fine not exceeding twenty pounds for any subsequent offence. Every female who, not being either the ■ wife or daughter of tho licensee, or the holder of a certificate of registration, supplies, or serves any liquor in a :bar in any' licensed premises is liable to a fine , not exceeding two pounds for the first offence, and to a fine not exceeding. five pounds for any subsequent offence. Every person is liable to a fine,not exceeding ten pounds By fraud or misrepresentation obtains or attempts to obtain registration an tiny register of barmaids in which she Us not entitled to be registered, or obtains or attempts to obtain a duplicate fof any certificate-of registration as a barmaid; or (b) forges or falsifies any entry pn any register of barmaids or any certificate of registration as a harmaid; or '(c) falsely represents herself to be registered as a barmaid or to be any person (who is .so registered. i ■ JOTTINGS. The Hon. J. Rigg (Wellington) has jgiven notice in the Council to move that a committee be set up to consider the «dvisablenees of establishing a State bank |Or a Stat© paper currency. Mr. Luke has given notice to ask tho Prime Minister .whether ho will make provision in this year's Estimates for the ..erection of post officcs at Karori and 3£elburae South.
