"If the Seamen's Union got the 200,000 seamea in Britain and on the Continent to take a fortnight's rest, the Shipping Federation would be compelled to be conciliatory, and not treat whites as slaves, nor insult British seamen by compelling them to be medically examined." Ht» added that'he would ask Mr. Buxton (Home Secretary) on 'July 28 to receive a deputation, backed by a hundred members of Parliament, which would urge him to enforce the Act regarding the language test and signing on. There must be no engagement of "scabs" afdead of night, nor facilities for the employment of the sweepings from hell and Newgate.
