By si* votes lo four the City Council last, evening rejected the proposats submitted for its consideration with reference to the provision of a new technical school building on the John Street; site in Newtown. These' proposals were debated at a spccial m<;e!,iiig 'of the council held a few days ,ago and referred, for a report, to the Legislation Committee, which reported as follows:— "The committee are of opinion, but not unanimously, that the sites at ,Tohn Street should be leased to the manageivs of the technical classes, tho runi-als to bs JEI per annum for thti |w.o pieces of town belt, and <£25 per annum for tho land- purchased by tile council. The terms should .be for 57 years, buing the balance of the term of the present Mercer Street lease, and subject to the samo covenants, terms and conditions as tho present lease at Mercer Street. They have to recommend that tho council accept the surrender, from the managers, of the -Mercer Street sections with the buildings thereon, without payment of any premium or compensation, . to the intent that the same shall be leased by tho .corporation, pursuant to- the provisions of the Municipal Corporations Act, 1908. and thai tho netl. proceeds bo paid to the managers of. the technical dashes, so long as they cany on technical education in the city to the satisfaction of the council, and so long as the council shall be adequately represented on such ,board." On the motion for the. adoption of. the foregoing, a Jong discussion took place. Councillor ShirtcliiTo ' put forward a strong plea for the adoption of the proposals, but suggested as ap. amendment that the payment to the managers be limited to ,£I2OO, and the council be given a majority representation on' the board of managers. He pointed out that ;tlie technical schools of _ the . country had a 'moral claim on the municipalities—in that, respect being . on a different basis to the State schools, which were entirely dependent upon the Government. His amendment was rejected, and after some fnrther discussion, the motion was put' and rejected.
