PRINCE HOHENLOHE RESIGNS. By Telegraph-Press Association-Copyright. Berlin, July 11. Prince Hoheulohe-Langenburg has resigned the Vice-Presidency of the Reichstag, to which ho was appointed in December last. In his letter of resignation he described his action as "a protest against tho Conservative-Catholic oligarchy which controls' the Chancellor."
THE CHANCELLOR'S POSITION
At present the Parliamentary system does not exist in tho G«nuun Empire, and tho Chancellor is not forced to resign on .a hostile vote in the Reichstag. If that body will not pass one of his measures, Ire gets on as well as' he can without it, or he causes the K-eichstag to ho dissolved, and takes the chance- of a new election. This system, worked with perfect success until the breakdown last year of the Liberal-Conservative "bloc" on the Budget created a deadlock which resulted in Prince Bulow's resignation. The Chancellor is the chief executive official of the Empire. As there is no Imperial Cabinet, the Chancellor is the sole Federal Minister, and has subordinates but no colleagues. .
