HUTT. COUNTY COUNCIL.

. The Hutt' County. Council., held its monthly., .meeting yesterday;- Present;: Councillors J. Whiteman' (chairman), J. Wakeham,- W. ..Galloway,: -T, -.Ed-' wards, M. W. AVelch, and-M.-J. Lynch. j .The'lnspector of Works stated in his monthly-report that a light : coat of metal;had boon put on tho Mungaroa and Upper Hutt Road, on tho-northern side-of. the hill, for a-distance of 35 chains.- A- ctilvort on-tho AVallacevillo lload, had been renewed with pipes. In Wainui-o-mata . the road from the post offico corner to Mr. Petersen's was being cut up-badly by-.tho sand carts, and parts of Mobro'-s Valley Road as far us the bridge were also bad. Au assurance had been received from tho contractor that ho would this week repair tho damago as far as ho could. On tho -Lower -Valley Koad-a-culvert had been ■ replaced by a -15-inch- pipe. Portions of tho hill road in two places had slipped away. In one caso a culvert had to bo lengthened, and the road widened in* both cases. About 1$ chains of' the roads needed metalling, and this would be done as soon-as possible. Other - parts of tho hill '. and across the swamp were in fair order. Tho Stokes Valley -lload had been patched up where necessary, ulso that at Western Hutt. In Horokiwi and Whareroa Ridings tho usual attention had been paid to the roads, and they were in very good order.

It was agreed that tho contractors . and carters, • engaged in the cartage of sand on the - Wainui-o-mata, Lower Valley, and Moore's Valley Roads, bo notified that unless they forthwith put these roads into a state of repair legal proceedings will be taken. Councillor Galloway reported that at Paekakariki there was an ideal sito for a quarry; The first thing to do was to _ apply, to tho Government to put in a siding. . • Tho matter ■ was referred to the member for the district, Mr.' AV. H. Field, and to the councillors for the. AVhareroa and Horokiwi Ridings, they to report at next meeting of tho council. The Public AA'orks Department forwarded authorities for the following grants in aid:—Harris Road (£SO), .Mount ■Cecil (£75), Cook Road (£75). Also proclamations re Native land takenunder' Public AVorks Act for the Orongorongo lload. . The Railway Department asked tho council to tako over the approach lead-, 'ing from tho Main Hutt Road.to Silverl.stream station.

i The clerk was instructed, to reply .that tho council would take ovor this roadway when it had been put in good order and tho bridge overhauled'.'

A deputation (Messrs. J. Maboy. and D. Halls) waited upon tho council on behalf of Taita settlers, to ask that some assistanco bo granted in'repairing' groynes erected somo 12 years agb : for tho purposo of keeping the water of tho Hutt Rivor to its proper channel. Tho cost to tho council would bo abdut £10, whereas if the water, owing , to the weakness of tho, groynes returned to its old channel, it might the council somo hundreds of pounds for road repairs. „

Councillor Welch endorsed this view, and said that there was a danger of tho river returning to its old channel by cutting, through tho road at tho post office. 'Tho'settlors themselves, had expended £20 ttvo years ago hi the erection, of protective works, and wer,o. now .willing to assist by carting boulders, etc. Ho thought £10 would more than cover the cost to tho council.

■ The matter was referred to the Inspector of Works and Councillor Welch, with power to act.

PALMERSTON DAY BY DAY,

Tho Campbell Street School Committoo has mado arrangements to celebrate Arbor Day, and the scholars will plant a number of trees in the school grounds. At Tiakitahuna last night a presentation was nuide to Mr.' and Mrs. Claud Flygcr, at a "social" held in their honour. There was a largo attendance of residents, and much regret was expressed that Mr. and Sirs. Flyger, who are held in great esteem, are leaving tho district.

Tho Jocal police force has been strengthened by tho addition of Constable Mahoney, who arrived from 'Wellington yesterday, and at onco took up duty- hero.

"Whito Ribbon Day" was celebrated by the local branch of tho Women's Christian Temperance Union at a "social" yesterday afternoon, to which many friends had been invited. Addresses were'given by Mrs. Snow and Miss 'Powell, and a programme of vocal music was contributed by Mesdames T. It. Hodder and'H. Mowlem, and Sister Gfraco. Several new members joined the branch and were initiated.

A Government inspection parade of the Palmerston Rifles • was held last night, Ca-ptaiu Mounsey being in command. After the inspection, a section drill competition was held, under the supervision of Sergeant-Major Peacock. The corps proposes holding a "social" next Wednesday evening.

At the monthly meeting of the Terrace End School Committee last evening (Mr. J. A. Nash in the chair), correspondence was read from tho Education Board that.a grant.had been made to. wards enlarging the school, tenders for the work to .be called immediately. The visiting committee reported that the recent wet weather had emphasised the necessity for draining and asphalting tho school grounds. It was decided to hold this matter over till a more favourable season the year. Arrangements were made' to celebrate Arbor Day, This will take the form of saluting, the flag,. addresses by the chairman of tho committee and others, and planting trees hy.tua school children. Messrs. Jarrett and ■ Walker undertook to ■ prepare.tho ground for the trees. Tho report of the headmaster, Mr. F. Fairbrother, showed the roll number to be 401, .with an average attendance of 343, which was lower than usual, this being accounted for by the inclement weather,

' :At tho monthly meeting of tho Kairanga County Council to-day a letter was read from Mr. W. H. Field, M.P., in which tho writer referred to.-the question of erecting a traffic bridge over the Manawatu lliver between.Linton and Longburn. Mr. Field wrote that, during the recent visit of-tho Minister for Railways to Linton, lie pointed out the. very uneven, circuitous, and unsatisfactory road in that locality, which, at present constitutes the main West .Coast highway, and the desirability in tho near future'of constructing a' new- main, road on the flat alongside tho railway, and of giving it a straight inn into Palmerston. He (Mr. Field) would strongly urge all local bodies interested to combine with a view of securing both these important works'. He was aware that the. undertaking was a largo one, but it seemed to him that the. time has arrived when it might be .considered seriously. With regard to' tho bridge, instead. of a new one, it might bo arranged to build alongside the present railway bridge using that structure as. a .partial" support or,. possibly, 'ai!|tfftffiW : 'b'ridgo could be arranged upon 'ill© present "'railway bridge. lho Commissioner of Police (Mr. F. Waldograve) was in Palmerston yesterday, and inspected the alterations and additions which arc being made to the 1 almcrstoii Gaol. Those are now nearly completed and the accommodation will bo ample for some years. Dr. A. Martin who, a few days aeo. underwent an operation for appendicitis is ■ making satisfactory progress in a private hospital hero.
