MEMBERS' QUANDARY.
Many members of the House are said to be in a qtiandarj with regard to the Prime Minister's Bill to repeal the Contagious Diseases Act, which last week passed its second reading without discussion. It is stated that a large proportion—some say a majority of membersare in. favour of putting the Act into operation again; rather th.in of repealing it. They find it difficult, however, to explain their views upon the subject before the public gallery, or for detailed publication in Hansard. At the same time, if they vote against the Bill without giving any reasons, they will be placed in a. most awkward position with these of their constituents who approve the measure. It is not unlikely that the Bill will go through the House without discussion, though there is by no means unanimity of opinion in regard to it.
