LIBERALS RETURNING SURRENDERED WEAPONS.

London, July 11. The Irish Constabulary has been instructed to return to their owners the arms surrendered under the Peace Preservation Acts of 1881 and 1886. The "Horning Post" considers that a debate on the matter is an urgent necessity.
