THE PROPOSAL OUTLINED. Tho proposal to form a huge Native Council ov "Parliament" has been beioro thu i\atives ior a number of years, and it would appear that it may soon become an accomplished iact. As a resuit oi- a discussion at tho reeenfc Isatixe Comwiiucu at Waalii it was decided that a general council, with headquarters botwean Taupiri and l\garuawahia, shouid bu wtabllaaod. It now appwirs that the council is to consist of uU members, including a Premier and Speaker, and four ■litiijsiers. ilahuta is empowered to appoint 31 of the members, whilst the remaining 25 will be oiucti.-d lroui the iiuoviii;; districts:—Tnurairsi, ">■ V---
