FOOTBALL , REFEREES' ASSOCIATION. QUESTION OF ABSENTEES. A meeting of tho Wellington Referees' 'Association was held last night, Mr. D. M'Kenzie presfding. The New Zealand Referees' Association forwarded the following interpretations of amended rules: (1) 'Tuat a player who jumps into the air aud takes tho ball may claim a fair catch by calling out "mark," and a free-kick should bo awarded to him even though ho is prevented from coming to the ground to make a mark with his heel. (2) 'l'hat if, in the opinion of tho jTofereo, a player wilfully throws tho •ball out from touch less than five yards, or wilfully prevents it being thrown out 'five yards, tho penalty of a free-kick should be awarded to the non-offending side a-3 provided in Law 11, .Section (m). ;In- Tegard to paragraph (-) it was deicided, on tho motion of Mv. P. Laws, ;that a free-kick bo awarded in. every case ifor the first offence. Tho secretary of the New Zealand ReIferoes' Association wrote stating that, the executive of that association would visit the Wellington reforoes at Hie :meoting on Monday next, July 11. A letter of apology was received from ■the member of the association, _ reported ■at tie previous meeting as having questioned the decision of Mr. Keys. The. iapology was oocepted. Mr. Fordyce reported that the ground «t .Miramar Park on Saturday last was quite unfit for play. There was quite a lake in the centre of thc.,ground with 'about two thousand seagulls in possession. There was considorablt discussion on this question, some members contending that tho association should instruct Teferees not to accept appointments on those grounds.; But the discussion faded out without any resolution being adopted. Regarding the non-attendance of the referso at the senior match at Kaxori on Saturday it was mentioned that Mr. F. Laws bad been drawn for the match, ibut had signified his inability to attend, and Mr. Gillespio had then been appointed to the match. The latter explained •that when he had, discovered his inability ;to attend he had communicated with Mr. 'Talbot, secretary of tho Rugby Union, ;at 11 a.m. Saturday. _ Mr. Mullins, of the Appointment. Board, stated that Mr. G. Howe hail been available, and he had informed ifiorno members o{ the teams that they imight apply to Mr. Howe. But they evidently ha-d not taken tho tiouble to do so.

Further discussion followed, in which tho Appointment Board was subjected to some criticism, and same members of the association were criticised for not wanting to take matches on outof-the-way grounds. Members generally appeared to be of the opinion that every member of the association should be entitled to his turn at Johnsonville, Porirua, and other suburban grounds, aud that every senior xefereo should receive a regular turn at Athletic Park. EventuallyxMr. Meredith moved that a list of senior referees together with their addresses, bo sent to ■the Appointment Board. This was carried. At the conclusion of tho ordinary business, Mr. Card read a paper "on the "Spirit of the Game of Football."

DISSATISFIED PLAYERS. TROUBLE IN THE "SOCCER" CAMP. Trouble is brewing in the ranks of the Association football players in Wellington over the Management Committee's rejection of Mr. W. Wood as referee for tho Wellington-Waiiguuui representative match which was decided at Newtown Park last Saturday. It will bo remembered that Mr. AVood was appointed by the Now Zealand Referees' Association as referee for the match, in accordance with authority given that body by the New Zealand Football Association. The Wellington Management Committee and tho local Referees' Association raised a protest against the appointment, which was subsequently considered at a special meeting of the council of the New Zealand Football Association. That body resolved that tho appointment be not confirmed. Tho wholo question was freely ventilated at a meeting of football players which was held last night. Mr. J. .1. Roberts presided, and there was an attendance of 12, the gathering being very representative one. In opening the proceedings the chairman reviewed the facts of the case, quoting tho remarks which were made on tho subject in Thk Dominion of Saturday last. * ■ It was then moved and seconded that •a votu of sympathy be accorded to Mr. W. Wood over his treatment by the football authorities. Mr. Wood's capabilities an b. referee were highly praised. Tho motion was carried unanimously. A long discussion then ensued, during which various speakers criticised very freely the administration of the Management Committee of the Wellington Football Association. Strong comments were expressed on the present system of apportioning the senior matches among a small and special eoterio of. referees, while equally capable referees, it was stated, were put. down for boys' matches. It was also stated that the constitution of tho three bodies —the Wellington Committee of Management, the Referees' Association, and .the New Zealand Football Association—were, so far as . the voting strength of a particular section was concerned, all one and the same body, tontrolled by that particular section. It was ultimately decided, that all those present should wait as a deputation upon the Management Committee at its meeting to-morrow evening (at the Y.M.C.A.), with the object of giving a genera! statement of grievances in connection with the control of the Association game. It was also decided that failing a satisfactory reception by the Management Committee, a vigorously-worded protest should then be sent ill, and strong, efforts made to introduce, "fresh blond" into' the controlling body next season.

AMATEUR ATHLETICS,

DOMINION COUNCIL MEETING. A meeting of the Management Committee of the. New Zealand Amateur Athletic Association was held bust evening. Mr. A. H. Marryatt presided, and there were also present: Mef.Krs._J. J-l. Pollock, J. i'\ Thompson, M. 11. Oram, F. Ross, W. F. Larkin, C. E. Bridge, E. L. Cliaffey, and A. Davies. The Tasmaninn A.A .A. wrote that the ten miles Australasian cross-country championship would bo held at Gleuorchy on September 3 next, teams of nine to compete. An invitation was extended io New Zealand clubs to tako part in the championship. It was resolved to acquaint the centres with the fixture, and to ask them if they would assist in arranging to send a New Zealand team to Tasmania.

The New Zealand Boxing Council asked for an opinion of the association as to whether a person, by taking part in a wood-chopping competition, forfeited his amateur status. The association expressed the opinion that any person competing in a wood-chopping competition for pecuniary gain should not be admitted as a competitor in amateur sports. Mr. Davies gave notice of motion to includo wood-chopping, as an "athletic exercise" in tho rules of the association.

The Southland Centre notified that the Now Zealand cross-country championship would be held on September 7, at lnvereargill, over true cross-country. The Auckland C6ntre made application for the record of 20min. oSsec. made by D. Wilson in the three miles walk championship held on Saturday, February 2(i. The council declined the application, under a rule made when the headquarters of the association wero in Christchurch, providing that an application for n record must be made within CO days of tho holding of the event.

Messrs. Marryatt, Tollock, and Ross appointed to peruse the proposed constitution and rules of the League of New Zealand Wheelmen, submitted fur approval by the Association.
