Birrcll, Chief Secretary for Ireland, speaking at Bristol, declared that there was no reason to bo agitated over tlio Government's conference with the Opposition in connection with the House of Lords' voto. The members of the conference, ivero not popes or plenipotentiaries who could bind or loose. Tho objects of any conference must bo to discover lion- far an agreement will carry. If the discovery was unsatisfactory, then the parties would bo relegated to their former positions. Mr. Birrcll concluded by stating that all rights would be preserved hy the Liberal party in its negotiations.
