* , ANOTHER BILL PASSED. By Tetorraph—Press Association—OopyridM New York, June 22. The United States Senate adopted tho Postal Savings Bonk Bill, as amended by the House of Representatives. "WILL TAKE WHAT HE CAN GET." Writing on May 9 tho Washington correspondent of the London "Times" said: "The situation jn the Legislature is still confused. The President returned last, week in time to save his programme from immediate destruction. He has prevailed on Congress to proceed to its consideration, and lib hns let it be known that he will accept what ho can get. Tactically, as has been frequently pointed out', this is probably tho best course. Any shadow, of popular legislation would •afford good campaign material. That any Acts which Congress may pass will bs shadows of tho reform measures originally proposed is generally admitted. Both Houses have' got out of hand. 'Insurgency' has to bo placated, and 'insurgency' has curious ideas of legislation." The Postal Savings Bank-Bill,-as originally drafted, enabled the Government to invest the Savings Banks' funds at all times in 2 per. cent Government bonds, . now held to the amount of ,£140,000,000 by the national banks as collateral security for their note issues. The object was to clear tho ground for a new basis of currency. When the last mail left the Bill' had been severely amended by Congress.
