ELECTION OF A SPEAKER.
A NOVEL DIFFICULTY. Speaking to a Dominion reporter ye& terday, the Hon. Dr. Findlay pointed out a novel difficulty which. has arisen in connection with the Speakership of the Legislative' Council. It appears that the term of office (five years) of the present Speaker (the Eon. C. C. Bowen) expires 011 July -i. Under the Act, at the expiration of a Speaker's term, and until another Speaker lias been elected, the Chairman ot Committees for the time being or the Chairman last elected shall act as Speaker. 'Die difficulty which is presented is that the Chairman of Committees, the Hon. R. 11. J. Reeves, recently died, and the election of a now Chairman cannot take placc until the second Wednesday of tho session, July 6, or two days after a Speaker has to bo elected. It seems clear that the late Mr. Reeves was the only member entitled to preside at the election of . Speaker. There can be no election of Speaker until there has been a call of the Council, of which five days' notice must be given. Dr. Findlay added that he thought that the difficult}* could bo easily overcome. The course to be adopted would be settled I m a few days.
