On the eve of the special' session of the New York ' State Legislature the Governor, Mr. C. E. Hughes, vetoed appropriations totalling £940,000. The items vetoed wore largely intended to benefit members of the Legislature whoso votes'were wanted by. the party bosses against tho Governor's primary election measure. It is now expected that a satisfactory measure will follow. WHAT DIRECT PRIMARIES ARE. \ Governor Hughes recently vetoed a modified Direct -Primary Election Bill passed by tho State Legislature, hoping to secure something better. The object of this reform is to break the power of the political bosses. .The London "Times" correspondent writes of,it: —Of all the "reform movements" in what may bo called local, as opposed to Federal, government which have sprung up in tho United States, in recent. the movemerit for direct primary elections is probably among the most important. None at any rate has attracted so much attention, and none has been more successful. The direct primary strikes directly at the foundation of the power of the party 'Tjoss," at his control of' the choice of candidates for public office. Briefly defined, the direct primary is a preliminary election held within each party for the selection of candidates to be voted for or against by all parties-at the final election.
