An application has been mado to tlio Federal Courts for tlie • extradition of Robert Cakhvell, against whom, in 1908, iv warrant for perjury was issued in connection with the swearing of an affidavit in tlio Draco claim for the estates of the Duke of Portland. Caldwell dodged tho warrant, and eventually, escaped to America. Caldwcil, who is still in a State asylum, and is sometimes kept in padded cells, failed to appear. The .-British Government does not intend to drop the easo until tlio man has been certified to ho incurable.
