Richard, who is unpopular, as Governor of New Caledonia. His present mission is to get New Caledonia to accept a loan of .4176,000,. costing tho colony 10 per cent, by wny of commission. Tho populace unanimously demand the retention of Governor Bonhoure, who has been appointed to Tahiti. All t.ie members of the Municipal Council and country municipalities have ra.iignc<l as a protest against tho appointment of it. liichard, who is expected to arrive pn July 15.
