POINTS OF INTEREST TO COUNTIES. (By Telegraph.—Special Correspondent.) Masterton, Juirt 15. A letter was read at the meeting of the Masterton County Council yesterday from the secretary of the Counties Association stating that in view of the statement made by the Prime Minister in his "Winton speech in regard to a Local Government Bill the annual conference of the association had been postponed. It was suggested, however, that any points for discission at the conference be forwarded ';o the secretary. It was decided to send a remit recommending that an alteration be made in tho law relating to county electoral rolls so as to permit a person's name to be placed on the roll as soon as a property changed ownership. It was also decided to send a remit urging that the duty be removed from Australian hardwood imported for public works, such as bridge-building. A decree absolute has been granted in the divorce case Jlarvey v. Harvey, heard at the last, sessions of the Supremo Court in Masterton. Probate has been granted of the will of the late Mr. Del Tuxford, and letters of administration have been granted Mr. J. C. Ewington in the estate of the late Mrs. A. H. Ewington. The Masterton County Council has been notified by the Commissioner of Crown Lands that its proposal for the expenditure of over-accrued thirds, to the amount or .£212, lias been approved by tho Wellington Land Board. BUTTER AND CHEESE COMPETITIONS. Tho Wnirarapa and Bush Districts will be well represented in tho butter and cheese competitions at the National Dairy Show. Among those entered in the butter classes are:—Mauriceville, Makino, B>illance Monarch, Ballance (Ballance), Jiallaneo (Pahiatua), Ballance (Konini). in the cheese classes the following will compete:—Dalefield, Malrino, Kesedale (Jta-iigamaii-e), Taratatu, Kongokokako, liallauce, Featherston, Mangauiaire, Urcytowu, and Belvedere. Tho Masterton County Council has struck the following rates for 1910-11:— Wainuioru Riding, 5-Sd.; Upper Taueru Hiding, 5-Sd.; Opaki Riding, 3-Bd.; Knngituinau Hiding, 3-Sd.; Tβ Whitt, Hiding, id.; Alfredton Riding, Jd. general, and 1-lGd. separate rate. Tho weather, which had been very fine for a couple or three days, took a sudden turn .this morning, when a cold southerly snap set in. Hail fell in tho town, and snow on the lower ranges. Messrs. Mill and Sparrow, of London, havo forwarded tho following judging uotes in connection with tho cheese exhibits of the Wairarapa P. and A. At the ordinary meeting last evening of the Stonekenge Lodge of Druids, Bro. C. Anderson presided. One member was accepted by clearance, two initiated, and three, proposed for membership. "THE DEVIL'S ELBOW." On the road between Masterton and' Lower Taueru there' is a turn at tho foot of a serpentine stretch of liighivay which lms been known for many years as "The Devil's Elbow." A more treacherous piece of road would ho difficult to find in tho Dominion, and the number of serious and fatal accidents which have occurred at this spot is almo?' too numerous to record. For a considerable time past thero has been a movement among settlors in tho direction of securing a diversion of the road in this locality, und at length there seems a prospect of the work being undertaken. At the meeting of tho Masterton County Council on Tuesday, a letter was read from Mr. A. P. ■\Yheatman, of Abbotsfovd, on behalf of a number of ratepayers, asking that the county engineer be instructed to prepare an estimate of the cost of deviation. After discussion, in which the importance of tho work was emphasised b.,- Councillors Toogood, Beetha'ni, and iV-urray, a resolution was carried that J'r. Gu,- Williams be asked for permission for the county engineer to traverse his property for the purpose of making the necessary survey, and that a careful estimate of the work he prepared.

Tho monthly meeting of Hie North Wairarapa Benevolent Trustees was heM in tho Borough Council Chambers thismorning, there being present :—Messrs. J--11. Keith (chairman), H. J. O'Leary, H. Miller, Murray, Jackson, Morris, W. Fisher, and Mia. Johns. The treasurer reported a debit balance ci £2 Os. 6d and it was deckled to transfer .£IOO from the hospital account to the benevolent account. The pay-sheet, amounting to .£llO 15s. 3d., was passed. The report of the matron of the Solway Home was received and adopted. It was decided that tlie usual relief be cantiimied for the month, ami that orders for stores bo procured through the secretary. Mr Fisher suggested, ami it was agreed, that details be supplied of all orders given for rations. Keports were made concerning the various cases of relief dealt with during the mouth.
