FREIGHTS AND BILL. By Tclctrraph—Press Association—OoDyrich* New York, June 7. President Toft, in a message to Congross, recommended the amendment of the Railroads Bill and the immediate enforcement of a clause empowering the Inter-State Commerce Commission to investigate and suspend the increased rates filed by the railroads. The House of Representatives referred the Bill to a conference of committees of the House and Senate. MANAGERS SATISFIED. New York, June 7. The Eastern and Western Railway managers are satisfied with Mr. Taft's proposal that they shall withhold freight increases until the Interstate Commerce Commission has inquired whether higher rates are justified. MARKET EXCITED. (Rec. June 8, 10.30 p.m.) New York, June 8. The New York railway stock market is' excited. Prices were advancing under manipulation when a sharp reaction ensued, with heavy realising. The "bears" emphasised the prospect of delays in the. operation of the newfreight schedules. A RALLY IN STOCKS. (Rec. June 8," 11.5 p.m.) New York, June 8. American railway stocks later on rallied and closed substantially higher. Favourable reports were received of negotiations for the sale in Berlin of .£5,000,000 worth of Southern Pacific bonds.
