A TORTURING SULTAN.

In connection with the revolt in Morocco against the Sultan Mulai HaKd, a portion of the garrison of Fez, (Mulai Hafid's headquarters) deserted with their officers and arms. The cause of the desertion was that their pay was in arrears. The Sultan's troops, who were recently defeated, have also joined the rebels. The Governor of Fez has been deposed. He is accused of extensive peculations. His wife refused to reveal the hidden wealth, and was suspended by tho wrists, and subjected to other unnameable tortures. Her eldest son was also tortured, death resulting. The former brigand chief and kidnapper, Raisuli, recently purchased from the Sultan the Governorship of Alcazar and the surrounding tribes. After taking Raisuli's money, the Sultan cancelled Raisuli's appointment. The Moroccan loan was largely oversubscribed in Berlin. (Rec. The Governor of Fez has succumbed to tortures inflicted on him. Tho Sultan, Mulai Hafid, is addicted to drugs. His Vizier's difficulty lies in restraining him from committing wholesale murders. There are indications that the exasperation of tho population will ■ shortly find an outlet.
