■ AS ACTING-GOVERNOR, 1 The departure of Lord Plunket from Auckland having been delayed, the swearing-in of. the Chief Justice (Sir Robert Stout) as Acting-Governor was not proceeded "with yesterday morning. Arrangements were subsequently .made that the Chief Justice should be sworn in last evening, but as it was. found that there were not sufficient Cabinet Ministers in Wellington to;form a quorum—only the Hon. J. Carroll and the Hon. 1). being m town-r-it was found necessary, to,await the arrival of .a third Minister—the Hon. Thomas Mackenzie. The ceremony was proceeded with shortly before 11 p.m., Mr. Justice Cooper having come specially from Pabnerston North. Mr. Justjce. Cooper will 'return to PalmeTstou this morning.
