RECRUITING INSTRUCTIONS.

EVE OF THE NEW KEGIME. In connection with the projected reorganisation of the defence forces, the following circular memorandum on the subject of recruiting has been addressed by the Chief of the General Staff (Colonel A. W. Eobin, C.8.) to officers commanding military districts:— "In view of probable amendments to the Defence Act, necessary to give effect to the proposals made by Lord Kitchener, and considering that the. current year must be one of transition in the Territorial Force, corps should, as far as possible, for the present, confine their recruiting to physically fit men below the age of 23 years to maintain the corps or units at their strength. Neither should they increase their present strength till the permanent staff for corps is available to carry out the necessary renumbering, recruiting, and reorganising required to raise the corps to the new establishments."
