At a largely-attended meeting of the Northern Wairoa braucJi of the New Zealand Educational institute to-day the grading of teachers was discussed. It was considered that grading should bo under three heads, marks being allotted ns follow Efficiency (to include personality, organisation, and environment), 70 marks; educational attainments, 15 marks; sernco, 15 marks, a half mark for each year of service. It was further considered that to make tho grading system satisfactory all positions under tho board should bo filled by transfer, this making promotion automatic. Correspondence from tho Auckland Institute regarding representation of branches on the Central Executive was discussed. It was eventually decided that the interests °t counhy branches wero best served by. adhering to tho present system of election. Other witnesses asserted that Crawford arrived on the scene after the accident, and Crawford ultimately admitted this was tho truth. AN UNREGISTERED NURSE. Dunedin, May 23. The case arose out of the inquest on the girl M'Coll, who Hied after prematurely giving birth to twins at defendant's house; LYTTELTON HARBOUR BOARa Christchurch, May 23. At a meeting of the City Council fax night it was decided to promote a Bill altering the constitution of the Lyttelton Harbour Board, so that members might be elected according to the municipal franchise. It was decided to ask the Government to fix a day for Empire Day. LABOURERS AND COUNCIL. Christchurch, May 23. The trouble between the Christchurch' City Council and tho Labourers' Union re tho grievances of some of the council's workmen was again discussed, and it was decided to receive a' deputation consisting of Mr. T. E. Taylor, Af P., and tho men affected at next meeting.
