The Lower House of tho New York State Legislature . has rejected ■' 'the measure advocated by Governor Hughes (who is now nominated to tho United States Supreme Court Bench) dealing with the primary election system. The party bosses opposed the meastjre,, but passed a substitute BiH containing less far-reaching reforms. The upshot is interpreted as making the 1 defeat of the Republicans at the elections in the autumn more probable.
