Alexandre Eiffel, the noted French engineer, and designer of tho Eiffel Tower, has established a laboratory in tho Champ-de-Mars, Paris, whore he studios the dynamic laws of the air. He has embodied in his tosts a series of practical formulae, and predicts that thero will be a tenfold increase in the effectiveness of aeroplanes and motors built with a knowledge of the now principles.
