\ THOUSANDS ANNUALLY.

Following the recommendation in the President's Message of measures to suppress the White Slave, traffic, a startling roport from tho Immigration Commission on the subject was presented to the United States Senate on December 10. The report describes tho traffio as the most pitiful and revolting phase of the immigration question and declares that it is carried on in violation of the immigration. law and the treaties made by tho leading European Powers. In recognition of tho fact that the subject londs itself to sensational oxploitation the report is confined primarily to "a statement of undeniable facts." It describes the system of recruiting, importing, and exploiting women, some thousands of whom aro believed to bo brought in annually, and condemns the traffic as a disgrace to American civilisation. No evidence of a great monopoly in this business has been discovered. ,

The Commission makes & number of recommendations. It is urged that special agents be attached' to the chief American Embassies with authority to work in conjunction with foreign Governments in order to prevent the violation of tho treaties and the evasion of the law excluding from this conntry alien criminals; that the Department of Commerce and Labour shall instruct its special agents in foreign countries to secure information not only regarding ordinary criminals, but also regarding prostitutes or young women who are presumably being taken to the United States for immoral purposes; that Government agents be placed on board overy' steamer; that tho transportation of persons from one State, territory, or district to another for tho purpose of prostitution be forbidden, and that tho States shall enaot stricter legislation against the traffic.
