ROOSEVELT AS PEACE FACTOR. A THIRD CONFERENCE. (Rec. April 27, 11.30 p.m.) Paris, April 27. Baron d'Estournelles de Constant/ the well-known diplomatist, peace advocate, and delegate to The Hague Conference, headed a deputation which met Mr. Roosevelt in Paris; and urged him to continue his useful initiative in order to facilitate an international programme being drawn Up and arrangements made prior to holding a third Pea<le Conference at The Hague. Mr. Roosevelt replied that he was moiely u private individual and an cxstatesman, but, subject to this reservation, lie was in entire agreement with themselves concerning • the neoessity of a third Peaoe Conference.-
