Mr, Cowling received a letter from his brother, who is a missionary in China, just prior to the outbreak of the troubles at Changsha. t The writer stated that the. outlook was bad. Floods had destroyed a great part of the rice crop, and the authorities, instead of doing their work, were neglecting administration ' and . pocketing the money. They had also formed a "corner" m rice, this causing much murmuring and discontent. \The. soldiers wore joining, the trouble, owing to the officials keep ing back their pay.
