THE HUTT BOROUGH COUNCIL.

The fortnightly meeting of the Lower Hutt Borough Council was held last evening, and was attended by the Mayor (Mr.,E. I>. Bunny), Councillors Baldwin, Macaskill, Barlow, Kempthorne, Pearce, Anson, and G'lcro.

A letter' was' received from the Hutt Football Club, in .which it was stated that, owing to the membership not having reached expectations, the club could not afford £! 10s„ but offered £b, for the use of. the dressing-shed and shower bath on the ltecreation Ground-for training purposes. The council decided to adhere to the previous arrangement to charge .£" 10s Further communication was received from the Football Club in regard to the erection of a gymnasium. The club asked for a right-of-way through the council's property to a proposed gymnasium site, stating that, if a 10 or 21 years' lease of fc ,4ft. strip were granted, the club would bo prepared'to pay 5 per cent, of the value of the land.- The council decided to ask the Football Club whether it was proposed'to erect a brick building, as required by. the by-laws. . .' • . Miraruar Borough Council wrote asking if the council would. exchange debentures. Reference .'was Tnade to. the recent Court decision that it ,w»s illegal foi sinking, fund' commissioners to invest sinking funds in the purchase of debentures issued by the local authority of which they were the'commissioners. 'The council decided to reply that no debentures were available. .Wellington City Council wrote intimating- that the following 'resolutions had been passed by the ' council :-(l) That the council consider the time has fully arrived when a general railway station adequate for the requirements of Wellington and suburbs should be erected by the Government in a suitable position in the city; (2) that the co-operation of the adjoining boroughs, Chamber of Commerce,'and other, local .representative bodies be sought'with'a view to uniting with this council in making'-v'igorous're-.presentations"'to'the' Government on the sub] ect. Th e co unci 1 agreed -to lend its support to the proposals. .... ■ A _ complaint received by the Borough Engineer's Department was referred, to the council. It was a letter from Mr. T. Young., who alleged that he was being pat to loss through the laxity of the responsible' authorities in not keeping him supplied with the necessary pipeis to prosecute his contract. He stated also that he required 400 pipes per week, and without them he lost £130 per week. For that amount he would expect to be indemnified by the eouucil. The engineer reported that Mr. Young's statement was. incorrect and submitted a report by the clerk of works to show that on no occasion had Mr. Young been without drain pipes. The-Mayor intimated that it had been desired to withdraw the letter after it .had-been sent,,but\this;had not been, allowed. The council resolved to ask Mr. Young to make a specific complaint, giving, the' dateof the alleged shortage nnd other particulars. It was also aereed that the contractor's attention be called to the slow progress of the worits. „ T ° Mo P" Land' Co. wrote complaining* that tho Victoria Street paths had.not been' asphalted in terms of the dedication, and'calling/attention to the urgent' need of clearing the erowtb. on the council's.streets passing through the Te Momi Estate. The company, stated ■ also' that, as the streets had been dedicated and were now the property of the council, tho qnestion of sewage drairiane was one for the ; council to decide.' Tho council agreed to notify the writers that the asphalting would be attended* to next year. On ,the motion of jhe Mayor, it , was resolved,to refer tho. drainage matter to. the borough solicitor. ,'-' ' : The borough engineer reported on tlio ■various drainage .works in'progrcss; The expenditure on Fitzherbert Estato drainase works amounted to .£2OO. '• Work on the .Everest Creek drainage was. progressing satisfactorily;, the' expenditure had reached .£290, an dthe estimated'cost was •£26 M. Expenditure on the Middlemarsh drain .now. .totalled .',£177, the estimated cost being .£217. During the' past fort-' night,: six connections with the water supply had been made, bringing the total to 539, and three gas services had been installed.! Thirteen houses had been connected with the sewage '■:■ mains. The expenditure -on works had.' amounted to .£348 for the fortnight, and the amount estimated to be spent during the coming two weeks was ,£327..
