THE EDICT OF 1906.
The edict of May 9, 1906, declared that "Tieh-Liang, President of the Board of Revenue, is hereby appointed Superintendent ; of- . Customs . affairs. Tong-Shao-Yi, junior Vice-President of the Board of Foreign Affairs,' is appointed Associate Minister of Customs affftirs." The edict further declared that all Chinese and foreigners employed in the) Chinese Customs should be under their control. ... .■■
