The petty restrictions which hamper business enterprise in Continental towns aro being keenly folt by a company which has started in Vienna. a corps of messenger boys similar to that nt work in London. The company was at first assured by.tho authorities .that no special "concession"'was necessary, 'but that registrations for ths industries of carrying parcels and doing commissions must bo made. A few days later, the offices were closed find sealed by -a Municipal, Commission on the'ground that no "concession" Jnd been obtained, but '.vere nopencl on condition that, the company registered a third industry,- that of dispatching parcels. The toys'have been forbidden to. wear uniforms, and the company may still have to meet the official objection that on account of their rapid movements the raessencers are not suscentibie of firman: surveillance!
