"We are always consulted." replied Sir Joseph. "The rule is to submit the name through tho Governor'. Sir J. is in every way a suitable man for the position of Governor. He is. a man of practical experience in the Parlia.monta.ry woTld, which has its value. ' The fact that he has been a member of the House of Commons for 18 years, and that he is a keen man, must necessarily equip him in the direction in which' a Governor should bo , posted, so that when constitutional questions arise he may have the requisite personal knowledge to help and guide him aright." "In this country, for many years," Joseph, "we fortunately have been in. peaceful waters, so to speak, and we have been fortunate in our Governors. Lord Piunket has fulfilled the high duties attached to his office with tact aad judgment. There has been no room for anything approaching friction on-account of His Excellency's opinions,' and I trust that Sir J. Dickson-Poyn-der, who is, as far as I can judge, well qualified to fulfil the duties in the same satisfactory, way, will have an equally satisfactory experience." \ \
