STATE SERVANTS. FRENCH MINISTRY'S PROGRAMME. PREMIER STONED. , By TeleeraDh—Prese Association—CoDyrlcht (Eec. April 11, 9.35 p.m.) Paris, April 11. The Premier, M. Briand, presiding at a banquet attended by a thousand of his constituents at St. Chamond, in tho 1 Department of tho Loire, unfolded the programme of tho Socialist-Radical majority for tho general election, to be held on April 24. ' The programme includes tho Income Tax Bill, larger electoral areas, and tho lengthening of the period of the Chamber of Deputies' mandate by the periodical renewal of only one-third of the Chamber. (The Chamber of Deputies is now elected for four yeara.) The Premier also promised a Bill regulating the position of State servants, by the elimination of all possibility of injustice, with, such gnarantees that they will not be tempted to resort to a movement of revolt capable of imperilling tho nation's vital interests. Two hundred Collectivist Socialists who gathered outside smashed the windows of the banquet chamber, and came into violent conflict with the police. They stoned M. Briand and his supporters when the latter were quitting the hall. The Premier was not hurt
