CITY COUNCIL.
REPORTS OF COMMITTEES. Tho fortnightly .meeting.of the City Council was held last evening, there being present:—The Mayor (Dr. A. K. Newman); Councillors Luke, Cohen, Ballinger, Frost, Trevor, Atkinson, Devino, Fitzgerald, Carmichael, Hindmarsh, Fletcher, and Morrah.
FINANCE. The Finance and Property Committco recommended:— That six applications for loans on deferred payments' for drainage purposes .bo granted, the applicants being without funds. _Tliat tenders be called for tho setting back of Messrs. Jones and Ashdown's premises at Willis Street, the lessees having .made all necessary arrangements. That no liability be admitted for the clearance of a drain at Mr. Glover's property at'Waimii Road. .That accounts amounting to £6333 7s. bo passed for payment. The Mayor intimated that satisfactory arrangements had been made for the. setting back of tho Willis Street buildings referred to,; and tho council' would not have to find the money. In regard to Mr. Glover's claim, Councillor Ballinger moved that tho council should admit liability. This amendment was lost; and : the report was adopted. TRAMWAYS.: j ,The_ Power Stations and Tramways Committee recommended:— That tenders be called for the supply and delivery,of 400-meters and_4B transformers for the electric lighting department. "'.. ' ■ That a "small deviation be made inthe line 'of. the Wadestown tramway at the entrance to the 1 Queen's Park, as recommended by the Oity Engineer. The report was adopted.
. BATHS AND'RESERVES. The Bathsi and City Reserves Committee recommended:— .j'-'' That the tender of Messrs. Campbell and Bourke be accepted for the lease of part Section 26, Town Belt, in the. sum of £5 7s. 6d. per annum, let for the first time. The committee recommended also that the tender of 'Mr, J. 3. Carroll, in the sum of £12 10s. per annum, be accepted for the lease of Section 31, Town Belt. The previous rental had been £12 per annum. That the Victoria College Cricket Club be informed that care will be taken to ensure that the cricket pitches at Kelburne Park will be available for cricket early next season. That tenders be called for the manufacture of a lawn'roller-for Anderson Park. "■',''.
That the City Engineer be authorised to proceed with' the concreting of tho yards of the. monkey . and cockatoo houses at the Zoo. The committee reported that they were having, the estimates for the baths, cemetery, reserves, and Zoo for the present year prepared, and would endeavour to submit them at the next meeting, of the council ; that they had visited the site (Upper Sydney ■ Street slope), and had to report that the fence had been reenewed, and the bank would.be improved at an early date, but they . were of the . opinion , that, pending the determination of the proposed alternative tramway route- to Karori, only limited improvements could : economically -be carried out: that they had. instructed .the . Superintendent of. Reserves .to retain the services of the two men now engaged at Anderson Park, and lataly under the control, of the pity Engineer's Department.. p The report' l '"adopted. . '' BY-LAWS AND STREET LIGHTING. The By-laws,, Fire Brigade, and Street. Lighting . Committee recommended: • .That Mr. E. M. Blake be informed, in reply to his : application for permission to erect .eight: houses in Essex Street and on a right-of-way, that his application could not be as the conditions imposed by. the" council ill permitting the way to be set out, liad not been carried 'out, and i the number of houses to be erected exceeded the number authorised :by the council previously: .That the application of the Neuchatel Asphalte Company' for permission to' erect a temporary shed at Thorndon Quay, be not granted, but that their, application for permission to erect a calcium carbide store at Thorndon Quay be granted, subject to the building 'being of brick, and located at least .30 feet -away from any other building, >,and to the building being thoroughly dry, waterproof, _ well .ventilated, and.. without any artificial light. . . That ,the application or Dr. Cameron for the consent of the council to . a right-of-way off Hanson Street for access purposes be granted, subject to .the conditions imposed by the City Engineer, .and siSso conditional upon the way not boing' used as a frontage for any dwellinghons© or building for residential purposes. •.. V The proposal to allow. the_erection of a calcium carbide store on Thorndon Quay was opposed by Councillors Fletcher, Fitzgerald, and others . but the report was earned without amendmellt OUTLYING DISTRICTS. The Outlying Districts Committee recommended: ". , '■■ That the South Wellington* Land Company be informed ,that tho balance. of tho deposit, held by .the council as a guarantee that Mam Roadl .and the Ridgway would be connected to Ji. \\. Mill Road, would be returned on the completion .of . tho woric. ■ That permission bo granted to • the Hataitai Bowling Cluf-to fence ; along tho edge of the footpaft formation of Hataitai. Road. ' . , That the City Engineer be authorised to spend up to £20 in .removing part of the western portion df the bank at :Creswick Road, Northland, in front of the Northland Catholic School. That the South Wellington land Company be informed thaifc-the extension of the water supply to the; main streets of Mornington .was not . warranted at Pr That the District Health; Officer be informed that the council were not liable for, and. could not contribute towards, the cost of the private drain at Childers Terrace, and that he be requested to take immediate action. no ."..That a reply be sent to fllr. h. a. Bavlis in answer to his application for permission to lay a tramway at Island Bay, in terms of tho City Engineer s Mr. J. Dinneen be informed that the council oould not undertake the work of erecting a retaining wall m front of Ws property Washington Avenue, Brooklyn, oven though he contributed the cost of the wo®k, namel* £20, as there was more than, sufficient work ahoad to kaep the w.Me of the men now employed in continuoias service. That Mr.- Tidman be informed, m re p]y to his complaint as to = tho discharge of storm-water on to his property at Moxham Avenue, thafcno reinnnsibilitv rested with tho council m carrying out the work, and (that he siioiild contribute towards the cost of a.drain to convey the water over his '"in refard to the drain at Childers Tcrrace, the council decided to crirry out tho work, if tho responsible prwpertyowners consented and decided to find tho money. The Mayor said, m' reply to a question, that if the owners would not consent to'this course, it wnild be the council's duty to do the wo;i& and chargo thorn. Thero would bo nonflelay. The report was adopted.
