DEFICIENCY OP .£6,000,000. . NEW SYSTEM OF TAXATION. By Telesraph-Prcsa Association-CoDyrieht '. . New York, March 4. Tho Budget of New York City shows a deficiency of six million pounds sterling. The Mayor, Mr. Gaynor, proposes to abolish all taxes on personal property, substituting increased rates on real estate. He contends' that the present system is a source, of bribery'and extortion, the assessment of personal estates being left to the caprice, of clerks. Multimillionairesj he says, escape by securing legal residences in the district where personal taxes are not levied.
