Both men are small of stature and full of nervous energy. General Hermes da Fonscca's surroundings aro comfortable, and I noticed a life-sized portrait of tho German Emperor in the background. Ho assured me that he was deeply interested in the constitutional and economic development of.Brazil, and he had no intendesiro to inaugurate military rule.
