Brazil correspondent of "The Times" wrote: "1 have been received cordially and sympathetically at the homes of both candidates for the presidency. Both men are small of stature and full of nervous energy. General Hermes da Fonscca's surroundings aro comfortable, and I noticed a life-sized portrait of tho German Emperor in the background. Ho assured me that he was deeply interested in the constitutional and economic development of.Brazil, and he had no intendesiro to inaugurate military rule. "Senhor Ruy Barbosa is a rich advocate, and in his home ho is surrounded by rare books. He declared that the principal issue was whether Brazil should have a military or civil regime. He said he was leading tho first great contest in favour of constitutional government, and ho thought that General Hermes da i'onseca was a purely military man knowing nothing of political or economic science. He believed that the navy and half the army would oppose General Hermes da Ponseca."
