Parliament has received a petition from twenty-three ratepayers of Lower Hutt! against the passing of the Hutt Valley Tramways Apt Amendment Bill. They urge, that as Petone contains a .majority of the ratepayers of the tramway district, these- voters 'could carry the proposal although only one-third"of the liability for the scheme is to be borne by. that district.'.The petitioners suggest that it is impossible to accurately determine a fair scale of classification and preferential rating, and that the rating on unimproved; value is the only satisfactory and equitable method. They object to the Bill giving power to acquire and work the Hutt Park' railway, holding that snch is not .required, it,is proposed to run a <.trainlin'e parallel to. , the 'railway and close beside.it. Also, ( the. word "ratepayers," as defined by Clause 17: of the Bill, would enable persons to vote, on the proposal who would not be liable to pay rates to the Tramway; Board.
