Mr, Balfonr in a' letter to' a- correspondent emphasises the danger ■ that the United States may ultimately \cquiro all home-grown cotton for her own industry. He adds that much ought to bo done to extend the area of supply within tho Empire, lie doubts whether private enterprise will be sufficient, and recommends supplementing it by public aid. Mr. Balfonr slates thnt he and his colleagues are prepared to give assistance in that direction. [The Unionists regard tho capture of Lancashire as essential if they are to win the elections as a vrholo, and are, therefore, paying tho cotton county all possible attention.]
