Gicrs, Russian vice-Consul at Ardebil, the Azerbaijan tovn which was seized and pillaged by Rakhim Khan's followers, telegraphs . that the Russian'residents and 2000 refugees at the Russian vice-Consnlato are safe. Tho Russian flag is respected. Russia's threat to punish Rakhim's followers, who aro freebooters, is regarded with distrust at 'Teheran.
