October 27, (US a.m.) London, October 26. _Tho International Shipping Federation, which includes 16 millions of tonnage owned in Britain, Germany, Sweden, Denmark, Holland, and Belgium, proposo to lake step's to enable ships to load and discharge during strikes and to indemnify the losses of members of tho Federation. Mr. T. L. Devitt,.of tho English firm of Devitt and Moore, was appointed president, and Herr Feist, of tho North German Lloyd's, vice.president. Franco and Norway will join tho Federation shortly, and other nations will join when local federations have boen : established.
